Russia is OUT of the ICAO council ! Russia on Saturday was not re-elected to the UN aviation agency's governing council, in a boost for West that wanted to hold Moscow accountable for its invasion of Ukraine.

Russia did not receive enough votes (80) to stay on the International Civil Aviation Organization (ICAO)'s 36-nation governing council, during the agency's assembly which runs through Oct. 7 in Montreal.

ICAO has Released the result of the 36-member Council voting process earlier Today , 10 countries out of 11 have been elected in the First Phase.

Election to the Council under Part 1 :

- Brazil
- Canada
- China
- France
- Germany
- Italy
- Japan
- United Kingdom
- United States

Election to the Council under Part 2 :

- Argentina
- Austria
- Egypt
- Iceland
- India
- Mexico
- Nigeria
- Saudi Arabia
- Singapore
- South Africa
- Spain
- Venezuela

ICAO classifies the three different stages of voting as below , which is based on the scope of Civil Aviation stake holding or contribution to the development of it.

• Stage First : Election of States of chief importance in air transport.
• Stage Second : Election of States not already elected in stage 1 but which make the largest contribution to the provision of facilities for international civil air navigation.
• Stage Three : Is the election of States not elected in either the first or the second part, & whether or not they were candidates in either of those parts, & whose designation will ensure that all the major geographical areas of the world are represented on the Council.
