Citing Aviation Safety Concerns , Japan's Transport Ministry Conducts Extraordinary Emergency Inspection of JAL Facilities.

  • In response to a series of incidents involving JAL, the Ministry of Land, Infrastructure, Transport and Tourism conducted an on-site inspection.
  • Inspection was carried out at the office of the safety promotion headquarters of JAL and other organizations are located.
  • The inspection aimed to review JAL's implementation of safety measures in the wake of multiple safety slipups at airports in Japan and abroad.

A Japan Airlines (JAL) aircraft crossed the stop line at Fukuoka Airport, pilot did not repeat instructions from air traffic controller, no confirmation from air traffic controller.

 

Ministry of Land, Infrastructure, Transport and Tourism conducted emergency inspection of JAL today owing to series of such incidents including runway incursions and the latest crossing of stop lines.

 

For the incidents from November last year till this month, the Ministry of Land, Infrastructure, Transport and Tourism (MLIT) launched a temporary on-site inspection under the Japanese Civil Aeronautics Act on the morning of the 24th at facilities such as the Safety Promotion Headquarters of JAL, citing a series of safety problems at Japan Airlines.

 

At around 7:30 a.m. on the 23rd, an incident happened at Haneda Airport in Tokyo, where the left wing tip of Japan Airlines Flight 503 from Haneda to New Chitose, which began to move in reverse from the parking spot No.16 in Terminal 1, came in contact with the right wing tip of another JAL aircraft , that tried to enter the adjacent No. 17 in a forward manner.

 

 

As per MLIT, they will confirm the status of the implementation of the measures taken to prevent recurrence so far, and strongly instruct the JAL officials to thoroughly implement more effective measures.

 

Prior to the inspection, Minister of Transport and Tourism Saito said at a press conference after the Cabinet meeting on the morning of the 24th that the JAL aircraft had accidentally crossed the stop line at Fukuoka Airport, saying,

"In response to the aircraft collision that occurred at Haneda Airport in January, both airline operators and air traffic controllers are thoroughly following basic operations. We take this incident very seriously."

 

According to a senior official of the Ministry of Land, Infrastructure, Transport and Tourism, this is the first time since February that an unannounced inspection has been carried out at JAL. This month, after the stop line crossing occurred at Fukuoka Airport, regular inspections were carried out to formulate measures to prevent recurrence.

 

At around 10:40 a.m. on the 24th, four employees from the Civil Aviation Bureau of the Ministry of Land, Infrastructure, Transport and Tourism visited the JAL Maintenance Center 1 near Haneda Airport in Tokyo and began a temporary on-site inspection.

 

In addition to the Safety Promotion Headquarters, the Operations Division and the Maintenance Management Department are expected to be subject to inspection, and relevant documents will be checked and interviews will be conducted with the person in charge.

 

Naoya Kaminaga, head of JAL Haneda Public Relations Group, who was interviewed in front of the center, said,

"Due to the continued unsafe incident, an audit will be conducted, and we will work to restore trust in Japan Airlines based on guidance from the authorities."

 

These inspections were very much due and since November last year as there have been six incidents, JAL has been experiencing safety and flight operations problems at airports in the U.S. and Fukuoka, including accidental entry into the runway and crossing of stop lines related to communication with air traffic controllers, as well as flight cancellations due to the male captain under influence of alcohol.

 
 

Additionally, JAL Engineering, a subsidiary, was also found to have made several inappropriate maintenance, and in December of the same year, it received a recommendation for business improvement that was subject to administrative guidance.
