The aircraft that were stuck at the Salgado Filho Airport, in Porto Alegre, due to the floods that hit the state Rio Grande do Sul, began to fly again.
The Bazilian National Civil Aviation Agency (ANAC) authorized an "exceptional operation" for the removal of aircraft from Salgado Filho International Airport, in Porto Alegre. The planes were stranded due to the flooding of the site, as a result of the heavy rains that hit Rio Grande do Sul last month.
However, the company, that is requesting the aircraft movement, must present the risk analysis and assessment, in order to ensure operational safety for the required flight, according to subpart M of the Brazilian Civil Aviation Regulation (RBAC) No. 135, The objective is to demonstrate that said aerodrome is suitable for the requested operation, according to section 91.102 (d) of RBAC No. 91, as per ANAC.
The planes began to be removed on Saturday (8). It is planned to remove 9 of the 47 aircraft that were trapped at the site. The airport suspended operations on May 3 due to flooding of the entire airport complex, including the runways and passenger lounge.
Regulatory Authority ANAC statement read as,
"The aircraft that were impounded at the Salgado Filho Airport, in Porto Alegre (RS), due to the floods of recent weeks, begin to be removed from the airport complex this Saturday, June 8. The operation provides for the removal of 9 of a total of 47 planes that were stranded by the flooding of the airport, which has had its operations suspended since May 3."
"The operation to remove the aircraft, of an exceptional nature, was authorized by the National Civil Aviation Agency (Anac) through the adoption of procedures and security actions by the air operators and the airport administration. "
"The measures were adopted in coordination with the Department of Airspace Control (Decea), the air operators and Fraport Brasil, the concessionaire of Salgado Filho."
A special authorization from Anac is required due to the suspension of operations at the airport, which has been declared closed at least until December, according to the concessionaire Fraport Brasil, responsible for Salgado Filho. For this, it is necessary to adhere to a term of responsibility on the part of the companies and individuals responsible for the aircraft.
ANAC Press release read,
In order to obtain authorization to remove the aircraft from Salgado Filho, it is necessary to adhere to a term of responsibility by the companies and individuals responsible for the aircraft. A risk assessment is also required by each air operator in order to obtain special flight authorisation, as the airport has suspended operations.
The withdrawal of the planes should take place at times pre-defined by Fraport Brasil in conjunction with the air traffic service, according to Anac. The agency stressed that, according to an ordinance published last month, operations at Porto Alegre airport will be suspended for an "indefinite period."
"The transfer of aircraft on an exceptional basis does not allow the airport to be released for commercial flights with passengers," Anac said in a statement.
On Saturday (08 June), eight aircraft took off from the Airport, according to Fraport, the operator responsible for the airport.

Among them is the PT-RQK plane, which had been at the airport complex for more than a month, according to owner and pilot Fábio Borille, who claims to have made the first takeoff flight from the site since the flood. The aircraft had made its last flight on May 1, when it landed at Salgado Filho Airport amid heavy rains.
Earlier this week, with the receding waters of the Guaíba River, work began to clean the airport facilities. In addition to the cleaning and probing tests of the runway, taxiways and aprons, the focus was on cleaning the ground floor of the Passenger Terminal, which was largely affected by the flooding.
Operator Fraport Brasil said it has also begun conducting tests and surveys to assess soil resistance, which should last at least 45 days.
As per ANAC, Air operators interested in withdrawing their aircraft from Salgado Filho Airport must apply for a Special Flight Authorization (AEV), including a risk analysis of the operation, especially with respect to infrastructure aspects.
The request for the AEV must be made via electronic petition in the Electronic Information System (SEI), selecting the type of process "Airworthiness: Special National Flight Authorization (AEVN)" and attaching the AEV request form. To expedite the analysis of the process, it is recommended that the payment of the Civil Aviation Inspection Fee (TFAC) be made, preferably, via PIX.
ANAC added further,
It is necessary to follow the necessary procedures for the request of AEV, such as filling in the information regarding the data of the aircraft, the RETA insurance, the planned flight, the purpose of the flight, the applicable operational restrictions, the number of the Service Order where the inspection of the aircraft was registered and the evaluation of the safe condition for carrying out the flight, including applicable attachments and signatures.
The Bazilian Minister of Ports and Airports, Silvio Costa Filho, addressed the situation of the Salgado Filho Airport, in Porto Alegre. In his statements, he pointed out that at the right time the federal government will pronounce on when the airport will be back in operation.
Since the end of May this year, commercial flights have been authorized to operate from the Canoas Air Base, in the metropolitan region of Porto Alegre to compensate the closure of Salgado Filho Airport.
